The City and County of Denver’s new solid waste hauler licensing (Municipal Code: Sec 48-61 Article V Chapter 48) creates a fair operating environment for all solid waste haulers, ensures minimum collection safety requirements, and attains basic solid waste disposal and recycling data for the commercial sector in Denver.
As of June 30, 2016, all solid waste haulers who collect and haul waste, recyclables, organics, junk, construction/demolition/deconstruction debris, and bulky materials within the City & County of Denver must become licensed. During this first year of licensing the City is allowing a grace period to become licensed with the City & County of Denver. All license applications must be received before August 31, 2016 to be in compliance with this requirement.
Expectations of Haulers
- Sign vehicles and containers. All containers and vehicles operating within the city must be labeled with a hauler’s company name and phone number. This information must be displayed at all times on the left and right door of each vehicle and on the street-facing or alley-facing side of each container. Signage letters must be at least 2 inches tall.
- Retain solid waste receipts. Haulers shall maintain receipts, for a minimum of one year, from all solid waste disposal sites and management facilities where collected materials are deposited.
- Become licensed. Companies who collect and haul waste, recyclables, organics, junk, construction/demolition/deconstruction debris, and bulky materials within city must obtain a license from the City and County of Denver. Solid waste haulers must keep a copy of the license in each vehicle and at the hauler’s address to be made available upon request. Companies will need to reapply for their hauling license each year.
Overview of the Hauler Licensing Application
In order to become a licensed solid waste hauler with the City and County of Denver haulers must provide all the outlined information below on your application.
- Company contact information. Provide your company’s primary contact information, number of employees, and type of ownership.
- Safety information. Verify your U.S. Department of Transportation information and attach a certificate of insurance that meets the required minimum liability/automobile coverage to your application.
- Operations and Data. Provide all of the vehicle description information, types of services provided, collection methods, facilities used, and total annual quantities of waste collected (categorized by tons landfilled, tons recycled, tons composted, etc.).
- Affidavit of True and Accurate Information: Your application must be signed by an authorized representative of your company. By signing the application you are verifying that all vehicles are compliant with applicable local, state, and federal safety and inspections requirements; have required minimum insurance coverage; and all vehicles are properly licensed.
How to Become Licensed
Please follow the steps below to receive your 2016 hauler license.
1. Make sure to print and fill out the entire, attach a certificate of insurance, and be sure to have the proper payment ready to cover your total license fee.
2. Present application to the Department of Excise and Licenses. Take your completed application, proof of insurance, and payment between June 30th - August 31st 2016 to:

3. Receive license in the mail. Once your application is approved the City will send your hauler license to the mailing address provided on your application via certified mail.

The licensing program creates a fair operating environment for all haulers by ensuring all haulers follow minimum collection safety requirements. The program will also allow the City of Denver to obtain basic materials data in order to determine trash and diversion rates city-wide.
Haulers of waste, recyclables, organics, junk, construction / demolition / deconstruction debris, and bulky materials must register for a hauler license with the City Denver.
It is unlawful for any person to transport solid waste from within the City & County of Denver without a solid waste hauler license.
Haulers must maintain receipts, for a minimum of one year, from all solid waste disposal sites and management facilities where collected materials are deposited. When applying for their hauler license, haulers must report all solid waste collected and hauled within the City and County of Denver from June 1, 2015-May 31, 2016.

You can calculate your total license fee based on a $25 application plus a company fee based on the number of vehicles your company owns. The company fee structure is outlined below:
- 1-2 vehicles - $100
- 3-9 vehicles - $300
- 10-20 vehicles - $600
- 21 and more vehicles - $1, 200
The Director of Excise and Licenses will have authority to issue fines, suspensions, or initiate show-cause hearings that could lead to license revocation for failure to comply with any of the restrictions set forth in ordinance, or if the licensee violates any other local or state law.
Yes, the director of excise and licenses may after an investigation and hearing suspend, revoke, or fine any license for a violation of the rule.
